Osceola Calls for Federal Help After Latest Escape

03/17/10 - There was another escape from the Osceola County Jail last night. The Osceola County Sheriff's Office recaptured 39-year-old Carlos Alberto Rosa in an abandoned home early this afternoon. Rosa was discovered missing from his jail cell just after 11 o'clock Tuesday night. He was being held on burglary and grand theft auto charges

The County Commission met in an emergency special session this morning and voted unanimously to ask state and federal officials to review operations at the jail.
Gregory Futch, Chief of Osceola County’s Corrections Department, told commissioners that the jail is overcrowded and there are not enough officers to adequately maintain security at the jail.
Futch told the commission that the facility’s perimeter fences were not installed properly and need repair. He also said the jail doesn’t have enough security cameras.
Tuesday night’s escape was the second in less than a month. Inmate Michael Rigby, an alleged gang leader, escaped from a maximum security area at the jail on February 18th. He has not been apprehended and officials believe he has left the state.
