December 13, 2011 | It's been a year since Teresa Jacobs was elected Orange County mayor. She has faced a jobless rate that remains near 10 percent and a housing market that is among the hardest-hit in the country. Jacobs' position on political ethics and fiscal restraint is clear but has brought her up against Orlando Mayor Buddy Dyer over funding for a new performing arts center.
